A memorandum of understanding concluded between the City of Zagreb and the Eagle Hills company on the development project called "Zagreb City" does not envisage any obligations or rights and the whole procedure surrounding the document is transparent, the Office of Mayor Milan Bandic said on Monday.
The city administration released the press statement in response to media reports about the “alleged disclosure of the contents of the Memorandum”, explaining that the city allowed media outlets to see the contents of the project’s memorandum, dubbed “Zagreb’s Manhattan”.
The local administration also underscores that an article in the document reads that the memo does not in any way impose any obligations on the signatories and that the document is about the interest of the parties in developing the Zagreb City project together.
The memo was announced in February in a public call for investors for their expression of interest in participating in the implementation of the city’s town planning projects, which is also non-binding.
All that refutes the allegations about the non-transparency of the activities conducted so far in connection with this project, the press release says.
The press release also notes that the procedure of amending the city plan (the so-called GUP) “which is one of the unavoidable topics in each communication concerning this project”, was launched in 2015 and “is just one and not the only precondition for the further development of the project.”
The press release was issued as soon as left-wing Opposition city councilors on Monday morning accused Mayor Bandic of overstepping his powers and that the memorandum suited only the interests of the investor, which was why they called on the prosecutorial authorities to investigate the memorandum.
