Minister for Family and Social Policy, Josip Aladrovic, announced a number changes in the social care system following the tragic case of a two-year-old girl earlier this month who was reportedly beaten to death by her parents after her local social care centre took her from her foster family to return the girl to her biological parents, Jutarnji List daily said on Wednesday.
Aladrovic will present the plan in a few days, and Jutarnji List daily on Wednesday published some of the key points of the plan, citing ministry sources.
These include new legislation to establish the Croatian Social Work Bureau (HZSR), a new government agency which would take over the powers and duties of social care centers, and the new Bureau would have 21 regional services based in towns around the country.

The plan also includes forming a new commission for complaints. In the current system, anyone who feels wronged by decisions of social care services can only complain to the head of their local social care centre in the first instance, and to the ministry in the second. The new plan suggests forming a designated commission for handling reports and complaints which would include members of NGOs.
The amendments would also allow social care centers to hire an additional 150-200 psychologists, social workers, lawyers, and other staff.
In addition, Jutarnji List reported, the law on foster care would be changed to somewhat liberalize the requirements for people who want to be professional foster parents by dropping the mandatory university degree, and also to increase the government subsidies for professional foster parents, which is currently 6,500 kuna (€858) per month.
