Whoever wrote the controversial alleged non-paper on redrawing borders in the Western Balkans, which was recently published by Slovenian media, has “planted a deadly seed,” Croatia’s former Foreign Affairs Minister, Vesna Pusic, said at an online conference of the Liberal South East European Network.

The alleged non-paper titled “Western Balkans – a Way Forward,” which Slovenian media outlet necenzurirano.si published on Thursday, proposes Kosovo to join Albania, parts of the Serb dominated entity in Bosnia and Herzegovina to be included in Serbia and the country’s mostly Croat-populated parts to be annexed to Croatia.

According to necenzurisano.si, Slovenian PM Janez Jansa sent the document to Brussels. Jansa, however, denies this.

Such ideas have been proven to be fatal in the past, Pusic said, stressing that it is now important for EU diplomacy officials to confirm the future of the EU membership path of Western Balkan countries within their existing borders.

“We don’t know who wrote it, we don’t know who ‘launched’ it, but the non-paper exists and is very dangerous. Everyone denies its existence now, or at least for now, but whoever wrote it has already planted a deadly seed,” she said.

“What was unthinkable last week is in the minds of all of us today, and that was the purpose of this,” she said, adding that “we are talking about a dangerous game.”
