Slovenia's Constitutional Court on Monday issued a ruling that the Slovenian government's decision to allow only persons who have been vaccinated against Covid-19 or have recovered from the disease to work in state administration offices "is not in accordance with the constitution".

The decision was made by Janez Jansa's government in September, but it has not entered into force because trade unions have asked the Constitutional Court to check its constitutionality.

In the ruling, the judges said that imposing vaccination or recovery from the disease as requirement for coming to work was the same as making vaccination mandatory for employees, and that something like that could not be prescribed by bylaws or government decisions but by laws, and in this case the matter should be resolved by amending the infectious diseases act.
