Bosnian opposition parties call for mental health checks for elected officials

"Bosnia and Herzegovina's opposition parties plan to put forward a bill requiring a medical examination for all persons in responsible positions, following discussions on whether Milorad Dodik is mentally fit to hold the office of a member of the country's tripartite presidency," Croatian state news agency Hina reported.

Social Democrat MP Sasa Magazinovic confirmed on Tuesday he had sent this initiative to the Council of Ministers for consideration, which should then forward it to parliament for discussion.

“The purpose of this initiative is to prevent persons who fail a medical examination, a mental fitness test and a substance abuse test, from holding the highest public office,” Magazinovic said.

He said his initiative was not directed against any specific person or group, noting that all other people, when applying for a job, need to provide relevant medical certificates proving that they are mentally and physically healthy, while elected office holders do not, which he said is a sort of discrimination.

Discussions on the mental state of politicians in the country were prompted by provocative statements by Milorad Dodik, which culminated on Monday when he brought an accordion player to his office in Sarajevo and sang and drank with him before a presidency meeting. He made sure that footage of this event reached the public, which caused widespread condemnation.

The other two presidency members, Zeljko Komsic and Sefik Dzaferovic, said that Dodik humiliated himself by such behaviour, while Dodik said that he wanted to send a message that “everything was all right in the country and there was no reason to fear war.”

“However, Mladen Bosic, a senior official of the opposition Serb Democratic Party, expressed doubt about Dodik’s mental health,” Hina said.
